The Foreign Office, however, is advised that this opinion is not justified; and we are instructed that the sole prohibition of transactions with enery firus in China is confined to transactions wherein they are scents of persons or firms in enemy countries or of Austrian firma or persons in neutral countries in Europe.

British firms here know of the Foreign Office ruling enclosed in your despatch, but out shipping companies avoid as far as possible the carriage of cargo for German or Austrian firms, and the banks insist on a declaration that the ultimate destination of goods financed by them is a neutral or

allied place.

The German or Austrian firms are, I believe, for- bidden under penalty to have any dealings with the British or their allies; and I have heard of cases where goods, already pledged to our banks, have been re-pledged to other institutions with the approval of those Consuls.

On the whole British subjecte follow the advice given by this office early in the war and confine themselves as regards "enemy firme" to cash transactions completed within
